class=\"elementor-widget-container\">\n\t\t\tLes d\u00e9bats de soci\u00e9t\u00e9 autour du projet Grande Baleine, une installation de 3 000 MW propos\u00e9e par Hydro-Qu\u00e9bec pour la Grande rivi\u00e8re de la Baleine, en bordure des territoires cris et inuits dans le nord du Qu\u00e9bec, ont en quelque sorte ouvert la voie \u00e0 la cr\u00e9ation du Centre H\u00e9lios.  Au d\u00e9but des ann\u00e9es 1990, Philip Raphals, directeur ex\u00e9cutif, a agi en tant que coordinateur scientifique adjoint de l'organisme cr\u00e9\u00e9 pour r\u00e9aliser une \u00e9valuation environnementale conjointe de ce projet.  L'\u00e9quipe pluridisciplinaire dirig\u00e9e par le Dr Michel Bouchard a \u00e9labor\u00e9 une feuille de route transversale unique (les \"lignes directrices\") pour l'\u00e9valuation. Le Low Impact Hydropower Institute (LIHI) est une organisation am\u00e9ricaine \u00e0 but non lucratif n\u00e9e de la collaboration entre American Rivers, une organisation de conservation des rivi\u00e8res, et Green Mountain Energy Resources, une soci\u00e9t\u00e9 de commercialisation de l'\u00e9lectricit\u00e9.
